Otley Beyer, historian, scholar and the Dean of Philippine Ethnology,
said that Igorot has often been used to designate the pagan inhabitants
of Northern Luzon but in the Census of the Philippine Islands published
by the Bureau of Printing in 1921, Igorot was "confined to the native
inhabitants of the subprovinces of Benguet, Lepanto and Amurayan - with
a few across the borderline in neighboring provinces". The greater
